What does the Transmission mean?

when i use the Transmission to download torrents and change them into files, sometimes the percentage of file downloaded goes backwards. For example, it would show that 45.6% has been downloaded, but instead of 45.7% that should be showing next, it shows that only 45.4% has been downloaded. what does that mean?
