Guys and Girls: Any suggestions on what I should wear to a black and white party?

Well, one of my best friends is turning 16 in a few months and her theme for her party is black and white and I want it to be something guys and girls think is cute. I am a girly girl, so I do like skirts/dresses and heels, but I don't mind wearing pants and a shirt either if it is a really cute outfit. The outfit should be semi-formal too. I would like it to be a reasonable price, but if it is like a cute, flashy, short dress that is like over a $100 dollars, please make it be something I can wear to homecoming. Oh yeah, and I am 14 so I would like it to be age appropriate for my mom, but not like a little kid outfit. If heels are included, I can go up to 4 inches on pumps and 41/2 on wedges. And looks wise, I am around 5'1 or 5'2, I am pretty skinny, about 100-105 lbs., something like that. I have light brown hair and I am a light-skinned african american (about Nicki Minaj's color) with small curves. And it can be ordered because I have time, but I am helping her plan the party and we are trying to get all the details in tack. And I think that is about it.
