Is this just dandruff or lice?

so when i itch or tousle my hair these little white stuff fall out and sometimes they are flakes.But when like a strand of hair falls off of my head i see a little white ball-ish looking thing on the top of the strand... it comes off if i pull it off and it just sorta squishes. My head doesn't really itch only like on this one small portion of my head. My mom also can't see anything when she checks... I have skin conditions like eczema on my arms so could my skin condition be going to my scalp? o___o please help.
